- In a small bowl, whisk together the soy sauce, brown sugar, sesame oil, minced garlic, grated ginger, black pepper, and red pepper flakes. Set this bulgogi sauce aside.
- Heat the neutral oil in a large skillet or wok over medium-high heat. Add the ground beef and cook, breaking it up with a spatula, until browned and cooked through, about 5-7 minutes. Drain any excess fat if desired.
- Pour the prepared sauce over the cooked beef. Stir well to combine and let it simmer for 2-3 minutes until the sauce thickens slightly.
- Remove from heat and stir in most of the sliced green onions, saving some for garnish.
- Serve the saucy beef over warm rice, topped with fresh veggies, remaining green onions, and sprinkle with sesame seeds.
